Prof. Saini Yang, the Director of ICCR-DRR participated the conference and made a presentation titled “Innovation in Earth Observation and Geo Spatial Data for Risk Profiling and Decision Making- Case Study in China” to the participants.
International Center for Collaborative Research on Disaster Risk Reduction (ICCR-DRR), as a part of the Sharing and Learning on Community Based Disaster Management in Asia (CBDM Asia) Programme Phase II, was set up by the Academy of Disaster Reduction & Emergency Management (ADREM) (authorized by the Ministry of Civil Affairs and Ministry of Education), Beijing Normal University in December 2015.
CBDM Asia Programme is funded by the Department for International Development (DFID) of the UK, and supported by Ministry of Civil Affairs and Ministry of Commerce of the People’s Republic of China. On behalf of DFID, United Nations Development Programme (UNDP) China office is the Project Management Unit (PMU), which is responsible for overall coordination and management of the project. This project focuses on strengthening south-south cooperation and partnership with other developing countries within the Sino-UK friendly partnership framework via collaborative research on community based disaster management. The UK, China, Nepal, and Bangladesh, in particular, are major partner countries of this Programme. In Phase I, the Programme has made significant achievements in enhancing the partnership between partner countries, facilitating experience sharing through demonstration communities and exchange activities, and establishing research and communication platforms for sharing and learning among different CBDM partners. Phase I has been successfully ended in June 2015. CBDM Asia, in Phase II, aims to strengthen the regional cooperation and to build a stronger global network for disaster-prone countries in Asia through peer-learning in community based disaster management.
CBDM Asia Phase II officially launched on June 2015. The National Disaster Reduction Center of China and ICCR-DRR are responsible for different implementation tasks of this project in China. The ADREM researches in scientific areas of natural disaster, natural resource, and climate change, under China’s strategic needs for research in disaster prevention and reduction and public security. The Programme has become the country’s research base for disaster prevention and risk governance, emergency management and response, and environmental change and resource ecology. The participation of ADREM and the establishment of ICCR-DRR will promote the exchange and cooperation of academic, scientific and technical research among the CBDM Phase II partners.
Missions
Under CBDM Asia Phase II, ICCR-DRR aims at promoting the collaborative researches of cutting-edge topics and fundamental techniques of disaster risk reduction, helping developing countries strengthen their academic exchange and technical applications in disaster management area, and fostering global and regional partnerships in collaboration on disaster risk reduction research. In particular, the ICCR-DRR focuses on:
· Key institutions and working mechanisms established for improving overall coordination, cooperation and partnership building between CBDM structures, including long-term support for China’s engagement in international collaboration on disaster risk reduction research.
· Collaborative research capacity built with strengthened academic partnerships and transformation of joint research outcomes on CBDM
· Instruments and information management system developed with the integration of database and ICT platforms for strengthening information sharing and dissemination of CBDM techniques, tool guidelines and knowledge products
· International collaboration network developed to facilitate knowledge sharing, talent exchange, mutual learning and networking among multi-stakeholders from China, the UK, and other developing countries particularly Bangladesh and Nepal
In accordance with the objectives and strategies of CBDM Asia to strengthen south-south cooperation and exchange, ICCR-DRR establishes the International Research Network on DRR, which provides a platform for international communication and knowledge, technique and experience exchange on disaster risk reduction. International Research Network on DRR consists of research centers and institutes engaged in disaster risk reduction, emergency management, post-disaster reconstruction and other relevant studies. The Advisory Committee of ICCR-DRR will provide required support to the research network as well.
Currently, International Research Network on DRR has eighteen endorsed members, including forteen universities/ research institutes, three government agencies and one global organization. And the number of members of International Research Network is continuously increasing.
International Research Network on DRR targets to achieve its objectives in two main ways. Firstly, the network will regularly organize international research forums on disaster risk reduction, focusing on the research topics of the ICCR-DRR. Secondly, the network will fund research activities of endorsed members, ranging from workshops, seminars, scholar exchange activities, case studies, to ad-hoc researches centering on the main objectives of ICCR-DRR. The research network activities should reflect international collaboration with the potentials of scaling up and meet urgent needs of the natural disasters, focusing on disaster management, promoting or enhancing local DRR technology, materials and culture.
