ICCR-DRR 2016 Young Scholar Exchange Program

I. BACKGROUND

International Center for Collaborative Research on Disaster Risk Reduction (ICCR-DRR), as a part of the Sharing and Learning on Community Based Disaster Management in Asia (CBDM Asia) Programme Phase II, was set up by the Academy of Disaster Reduction & Emergency Management (ADREM) (authorized by the Ministry of Civil Affairs and Ministry of Education), Beijing Normal University in December 2015. This programme is supported by the Department for International Development (DFID) of UK, the Ministry of Commerce and the Ministry of Civil Affairs, with the United Nations Development Programme (UNDP) acting as the programme management agency. The UK, China, Nepal, and Bangladesh, in particular, are major partner countries of this Programme.

Under the CBDM Asia Programme, ICCR-DRR aims at promoting the collaborative researches of cutting-edge topics and fundamental techniques of disaster risk reduction, helping developing countries strengthen their academic exchange and technical applications in disaster management area, and fostering global and regional partnerships in collaboration on disaster risk reduction research.

To enhance the objectives of CBDM Asia, ICCR-DRR established an International Research Network on DRR, which provides a platform for international communication and knowledge, technique and experience exchange on disaster risk reduction. International Research Network on DRR consists of research centers and institutes engaged in disaster risk reduction, emergency management, post-disaster reconstruction and other relevant studies. ICCR-DRR will sponsor research activities conducted by endorsed members of the Network, range from workshops, seminars, scholar exchange activities, case studies, to ad-hoc researches.  

II. PROGRAMME STRUCTURE

The scholar exchange activity as a regional learning exchange event of the International Research Network on DRR will open to young researchers, post-docs and advanced doctoral students who have shown strong interests and possessed research experience in the disaster and risk field. The 2016 young scholar exchange program will sponsor approximately 6 BNU young scholars’ academic exchange to UK, Nepal and Bangladesh. Each exchange will last for no more than 3 months based on the applicant’s research plan. The topic of research plan is limited to the research scope of ICCR-DRR.

III. RESEARCH SCOPE

ICCR-DRR conducts researches related to the following topics:  

1. Community-based Disaster Risk Management

The research focuses on people-oriented bottom-up disaster management model and aims to control and reduce disaster risks to achieve maximum security protection at the lowest cost on the basis of natural disaster risk identification, analysis and evaluation, via encouraging people to participate in the whole process of disaster prevention and mitigation. At present, strengthening community-based disaster risk management is one of the leading research trends in global disaster risk reduction, which will make contributions to reducing disaster loss and improving community capacity in disaster risk management.  

2. Integrated Disaster Risk Management

Focused on high risk areas and based on international collaboration, the research focuses on the theoretical and methodological research of natural disasters risk assessment, loss assessment and cost-benefit analysis of disaster prevention and mitigation measures, the application of advanced disaster risk reduction technologies, including early warning, disaster surveillance and post-disaster recovery technologies, as well as  effective and innovative engineering measures for reducing losses and damage caused by natural disasters. From different research perspectives, this research will promote the integrated disaster risk management and help establish integrated disaster risk governance paradigm.  

3. Risk and Sustainable development

The research focuses on the new mode of integrating risk management with sustainable development. Sustainable development should address natural disaster threats and deal with the direct and indirect impacts caused by the damaged socio-ecological systems. Sustainable development should cope with the development risk due to different natural hazards, and explore new development models under the existing disaster risk reduction ability.  

IV. SELECTION CRITERIA

The applicants will be reviewed by the following criteria:

V. REVIEW PANEL

Experts from the Academic Degree Committee of the Academy of Disaster Reduction and Emergency Management, Beijing Normal University will evaluate the applicants based on the above selection criteria.  

VI. EVALUATION PROCESS

ICCR-DRR will organize an interview for applicants who meet the requirements of this exchange activity; each applicant’s research proposal will be evaluated by at least three reviewers. The total score in the top 6 applicants will be selected by ICCR-DRR and get the chance of going on exchange. The scoring of any particular applicant is confidential and will not be disclosed. ICCR-DRR reserves the right to make the final selection decision.  

VII. FINANCIAL SUPPORT

International travel cost (economy flights only and not include any forms of insurance) and visa fees of accepted applicants will be covered by ICCR-DRR. Moreover, a fixed amount of “Living Expense” depend on region-to will be sponsored by ICCR-DRR, 750 USD per month per student in Nepal and Bangladesh, and 1100 GBP per month per student in UK. The total amount shall be calculated based on the proportion of the actual days.  

VIII. DELIVERABLE

Participants will be required to submit an exchange learning report (in English) within a month after return to China. The learning report shall acknowledge ICCR-DRR and ICCR-DRR reserves the right to publish the report on its official website.  

IX. APPLICATION

Applicants are required to submit the following documents before the deadline:

-Research plan(Maximum 1,000 words, in English with signatures of supervisors from both universities);

-Curriculum Vitae of the applicant with a cover letter;

-Recommendation Letter from domestic supervisor;

-Copy of official invitation letter from the foreign university;

-Curriculum Vitae of the foreign collaborator;

-Copy of the certificate of foreign language proficiency;

-Transcripts of university academic records;

-Other certifying papers.
